HCBS Services
Project Insight is a 501(c)(3) non-profit organization that is funded in part by the Arizona Department of Economic Security Division of Developmental Disabilities (DDD). For over 20 years, Project Insight has provided support for individuals with disabilities through our Home and Community Based Services (HCBS) program. While headquartered in Tucson, we take great pride in being a truly statewide organization. In 2025 Project Insight provided over 200,000 hours of support in dozens of communities across 6 counties of Arizona - from Paulden to Thatcher to Sierra Vista our dedicated staff made a difference to their neighbors, friends, and families.
Communities in Arizona are as diverse as our people. Our history of service across the state has prepared us to meet the unique needs of the individuals seeking our support. Broadly, HCBS services fall into these categories:
Attendant Care (ATC)
Is a direct support program where staff provide the support that allows individuals to remain in their own homes. ATC services promote independence and dignity by allowing people to design individualized support plans that best fit around their current lives. As needs change, the structure of ATC changes, allowing individuals to remain active members of their community. While the challenges to everyday life are unique for each person, these services most often include tasks such as personal hygiene, meal preparation, mobility support, and community integration.
Habilitation (HAH)
Is the name given to goal-oriented services that are designed to help individuals gain, maintain or improve on skills necessary for daily life. Support staff work in conjuction with the individual and their care team to design goals and set the metrics for success. Progress is tracked with the objective of modifying support strategies based on feedback from the team. As services progress, goals can be modified to reflect a change in needs.
Respite (RSP)
Services are designed to provide temporary relief for primary caregivers. Many members of our community seek HCBS services as a way to augment the extraordinary care they already receive from friends or family. Respite support provides short term care and supervison that allows caregivers the time they need to take care of themselves.
